AIA Backs U.S. Model
Bilateral Investment Treaty
WASHINGTON—David Snyder, vice president and
associate general counsel for the American Insurance Association (AIA), testified at a public meeting hosted by the
Office of the United States Trade Representative and the
Department of State concerning the U.S. model Bilateral
Investment Treaty (BIT). AIA supports the model BIT and
its use to promote foreign insurance market liberalization.
Snyder’s statement follows:
“International production and trade have precipitously declined in recent months. Both a cause and effect of the global
economic turmoil, this has contributed to the loss of millions of jobs here and abroad and the resulting decline into
poverty of tens of millions more of the world’s people. In
addition, government stimulus programs in the trillions of
dollars must at some point be paid for, preferably through
new economic activity.
“The leaders of the world fully understood this and committed to an agenda of anti-protectionism and enhancing
trade. Among other goals, the G- 20’s April 2, 2009, statement pledged to ‘do whatever is necessary to promote global
trade and investment and reject protectionism to underpin
prosperity.’ They concluded, ‘Reinvigorating world trade
and investment is essential for restoring global growth’ and
then stated, ‘We will take … whatever steps we can to promote and facilitate trade and investment …’
